TINUBU ORDERS FIVE-YEAR NATIONAL SECURITY THREAT ASSESSMENT AND DEFENCE PLAN

President Bola Ahmed Tinubu has directed the immediate preparation of a comprehensive National Threat Assessment and a five-year Strategic Defence Operations Plan to improve coordination among Nigeria’s defence, intelligence and security agencies.
The President has tasked his Special Adviser on Homeland Security, Major General Adeyinka Famadewa, to coordinate the 11-member committee responsible for developing the plans.
Tinubu gave the directive at the Federal Executive Council meeting in Abuja, stressing the need for a unified strategy to tackle Nigeria’s evolving security challenges.
The President said the National Threat Assessment would identify the country’s major security threats, assess their urgency and set clear operational objectives. The five-year defence plan will then determine the capabilities, equipment, resources and other requirements needed to address those threats.
According to him, recent security operations, including the rescue of abducted pupils and teachers in Oyo State, have shown the importance of stronger coordination among security agencies.
Tinubu noted that security needs are often addressed separately, without a common national threat assessment or medium-term operational framework. He said the new plan would help ensure more effective deployment of resources and close existing capability gaps.
The committee is expected to begin work immediately and submit the National Threat Assessment and Strategic Defence Operations Plan to the President within 90 days. Once approved, the plan will guide military and defence operations and support a multi-year defence spending and procurement framework.
